Manufacturing and engineering funding consultant for companies across the EU
We match manufacturing and engineering companies in the EU with the European and German programmes that fit, for R&D on products and processes and for investment in production and energy efficiency. We write the documentation and deal with the authorities.
Funding for new products, better processes and the plant that runs them
Manufacturing funding follows two kinds of spending: R&D on products and processes, and investment in capacity, equipment and energy efficiency. Engineering funding programmes split along the same line, and the right mix depends on the project, your company size, where the company and the site are located, and whether you work alone or with partners.
Why manufacturing and engineering companies have more funding options than they use
Grants for manufacturing companies come from EU and national budgets, some for R&D and some for investment. Advanced manufacturing funding usually needs both, and most firms only check one side.
Open to companies across the EU
EU-level funding needs no German entity. Horizon Europe and the EIC Accelerator accept companies established in an EU member state or an associated country, and Eurostars accepts SMEs from its participating countries, which include every EU member state.
Germany as an R&D and production base
A German company, or the German permanent establishment of a foreign one, can claim the Research Allowance. KMU-innovativ asks for a permanent establishment or branch in Germany, as does ZIM. GRW and BAFA EEW fund investment at a German site, GRW only in eligible regions.
Product and process both count
The Research Allowance funds new or substantially improved processes as well as products, so a better production method can qualify just as a new product does. KMU-innovativ: Zukunft der Wertschöpfung is built around production research.
R&D and investment are funded separately
R&D programmes pay for development work. GRW, BAFA EEW, KfW innovation loans and, for qualifying projects, the EU Innovation Fund pay for investment. Planning both early avoids a gap between the last prototype and the new line.
Manufacturing and engineering R&D that funders typically support
Funders look for novelty and technical risk. Each programme then sets its own rules on stage, partners and which costs count, so the same project can be framed for more than one of them.

Where each programme draws the line
R&D programmes and investment programmes judge the same manufacturing project differently, and each counts different costs.
Usually fundable
- New materials, processes or automation developed under technical uncertainty (Research Allowance, KMU-innovativ, ZIM, Eurostars)
- Collaborative research and innovation that matches a call topic (Horizon Europe Cluster 4)
- Productive investment in a new or expanded site in an eligible region (GRW)
- Energy efficiency and process heat measures in existing plants at a German site (BAFA EEW)
- Decarbonisation projects and cleantech component manufacturing that meet the call thresholds (EU Innovation Fund)
Usually not fundable
- Routine production, line tuning, a zero series and production start-up (Research Allowance)
- Installing a machine exactly to the manufacturer's instructions, maintenance, and certifying existing machines (Research Allowance)
- A special-purpose machine that counts only because it has never been built this way (Research Allowance)
- R&D work and staff costs (BAFA EEW, and the GRW investment grant)
- Work or investment started before the application, for BAFA EEW before approval (KMU-innovativ, GRW, KfW innovation loans, BAFA EEW)
What each type of funding pays
Each instrument pays in a different form. These are the official rates and caps, not a forecast for your project.
Research Allowance: 25% of eligible R&D costs, 35% for SMEs, on R&D wages, contract research and depreciation of R&D equipment. Projects started from 2026 add a flat 20% on these costs for overheads and other operating costs. From 2026 up to €3M a year, €4.2M for SMEs. Paid out even in a loss year.
Horizon Europe: 100% for research actions, 70% for innovation actions. EIC Accelerator: 70%, grant below €2.5M. KMU-innovativ: Zukunft der Wertschöpfung pays companies up to 50%, SMEs up to 60%; Ressourcen und Kreislaufwirtschaft sets rates by research stage and company size, at most 80%. Eurostars: set by each country's funding body. EXIST: stipends for founders. ZIM: applications currently paused.
GRW: ceilings by region and company size. Small companies get up to 20% in D areas and 30% or 35% in C areas, plus 5 points where the population has fallen by more than 10%; each Land sets the actual rate. BAFA EEW: 10% to 60% by module and company size. KfW innovation loans: up to €25M per project. EU Innovation Fund: up to 60% of relevant costs, from €2.5M of capex. EIC Accelerator equity: €1M to €10M.
Rates and caps from the official programme rules and the latest calls, checked October 2026. The actual amount depends on eligible costs, company size, location and the funder's decision.
Which route fits your company
Location, company size and whether the project is R&D or investment decide the shortlist before the technology does.
Horizon Europe consortia under Cluster 4, Eurostars through your national funding body, and the EIC Accelerator for breakthrough engineering or materials technology.
Adds the Research Allowance. KMU-innovativ and ZIM follow their own branch rules, and rates depend on whether you count as an SME or a large company.
The Research Allowance for your own R&D, including the owner's own hours. For R&D you do on contract, the client claims, not you. More on funding for the self-employed.
GRW in eligible regions, BAFA EEW and KfW innovation loans for German sites, each applied for before you commit; the EU Innovation Fund for qualifying decarbonisation or cleantech manufacturing projects. For large companies, GRW investment aid is limited to C areas and to a new site, a new activity or taking over a closed site.
Programmes we recommend for manufacturing and engineering companies
Most manufacturing clients use R&D and investment programmes side by side, and the shortlist depends on the project, company size and location.

Yes, we work with manufacturing and engineering companies across the EU. Without a German entity, the main routes are Horizon Europe and the EIC Accelerator, open to companies established in an EU member state or an associated country, Eurostars, in which every EU member state takes part, and the EU Innovation Fund for projects located in the EU, Norway, Iceland or Liechtenstein. German programmes need a German company, permanent establishment, branch or site, depending on the programme.
Horizon Europe Cluster 4, Eurostars, the EIC Accelerator and, for plants, the EU Innovation Fund. Cluster 4 funds consortia on set manufacturing and materials topics. Eurostars funds an SME-led R&D project with partners from at least two countries. The EIC Accelerator funds a single startup or SME with a breakthrough technology. The EU Innovation Fund funds decarbonisation and cleantech manufacturing projects. Combining them works for different stages, projects or cost items, never for the same costs twice.
Yes, if it is taxable in Germany, typically through a German subsidiary or a permanent establishment. Eligibility follows German tax liability, and the tax authorities treat a foreign company with a German permanent establishment as eligible where Germany has the right to tax. The allowance is 25% of eligible R&D costs, 35% for SMEs, credited against German tax. Contract research counts only if the contractor is managed in the EU, or in an EEA state that provides administrative assistance in tax matters.
Both can, depending on the programme. The Research Allowance funds the development of a new or substantially improved process under technical uncertainty, not only product development. KMU-innovativ: Zukunft der Wertschöpfung funds industrial research for production, such as new manufacturing technologies and production-related services. BAFA EEW pays for efficiency measures in your production, but as an investment in proven technology, not as R&D.
No. That a machine has never been built in this exact form is not enough for the BSFZ, the body that certifies R&D projects: the work has to meet the R&D criteria, above all an outcome that is technically uncertain. R&D ends after test operation and final evaluation of the prototype. A zero series to prepare series production, production start-up, installation exactly to the manufacturer's instructions and certification of existing machines do not count.
Under the Research Allowance, yes, if they meet three conditions. Depreciation on movable assets such as test benches, test rigs and measurement equipment counts if they were acquired or produced after 27 March 2024, are used exclusively in the R&D project and are necessary for it; the BSFZ also expects the project to have started after that date. Low-value assets written off immediately do not count. Grant programmes such as KMU-innovativ count the depreciation for the period the equipment is used in the project.
Under the Research Allowance, 35% instead of 25% of eligible R&D costs incurred after 27 March 2024, if you are an SME under the EU definition. That means fewer than 250 employees and either up to €50M turnover or up to €43M balance sheet total, with linked and partner companies counted in, so a small subsidiary of a large group is not an SME. Grant programmes also pay SMEs more: KMU-innovativ: Zukunft der Wertschöpfung pays SMEs up to 60% and other companies up to 50%, and BAFA EEW rates rise for smaller companies. More on funding for SMEs.
Yes, for their own R&D projects. As a sole trader, your own R&D hours count at €100 per hour for work from 2026 (€70 for work after 27 March 2024, €40 before), for at most 40 hours a week. If you do R&D on contract for a client, the client claims the allowance on 70% of your fee, not you. More on funding for the self-employed.
Yes, but it comes from investment programmes, not R&D programmes. GRW pays investment grants for a new or expanded site in an eligible German region. BAFA EEW funds energy efficiency, process heat from renewables and energy management at German sites. KfW innovation loans finance innovation projects in Germany. The EU Innovation Fund backs decarbonisation and cleantech manufacturing projects from €2.5M of capex. GRW, BAFA EEW and KfW all need the application in before you commit to the investment.
Yes, in several ways. Under the Research Allowance, in a cooperation project each partner claims its own costs, and if you commission research, 70% of the fee counts for contracts placed after 27 March 2024 (60% before), as long as the contractor is managed in the EU, or in an EEA state that provides administrative assistance in tax matters. KMU-innovativ funds joint projects in which universities and research institutes can receive up to 100% of their costs. Horizon Europe expects consortia from the start.
Every financial year in which you incur eligible R&D costs. You apply to the tax office after the end of the year, once the BSFZ has certified the project, so the allowance follows your R&D rather than a call deadline. Past years can still be claimed as long as the four-year assessment period is open, which currently reaches back to 2022. Grant programmes work the other way round: you apply before the project starts.
For the Research Allowance our fee is purely success-based: 10% of the funding up to €500k per year and 5% above that, due only after payout. For all other programmes the fee is a fixed share plus a success component, both agreed in advance. The first eligibility check is free and comes with no obligation. Every fee is agreed before we start work on an application, so you can compare the cost of each route before deciding which programmes to pursue.
