AI and software funding consultant for companies across the EU
We match AI and software companies in the EU with the European and German programmes that fit their stage and location, for the R&D inside the product: models, data infrastructure and new systems. We write the documentation and deal with the authorities.
Non-dilutive funding for the research inside your product
Public AI funding pays for the part of AI and software work that carries technical risk: new architectures, training and inference methods, and the data systems and tooling you build because no standard solution exists. Grants for AI startups and for software development rarely come from one source. Which programmes fit depends on three things: your stage, where your company is established, and whether you work alone or with partners.
Why AI and software companies have more funding options than they use
EU AI funding and German R&D funding sit side by side, and most companies only look at one of them.
Open to companies across the EU
The EIC Accelerator and Horizon Europe accept companies established in an EU member state or an associated country; Eurostars accepts SMEs from its participating countries. None of the three needs a German entity.
Germany as an R&D base
A German company, or the German permanent establishment of a foreign one, can claim the Research Allowance. KMU-innovativ: IKT needs a permanent establishment or branch in Germany by the time the grant is paid out, and ZIM asks for one too.
R&D that runs every year
Model research, retraining and evaluation rarely stop. The Research Allowance is claimed per financial year once that year has ended, so R&D that continues can be claimed year by year, as long as each project meets the R&D criteria.
Programmes can work together
National and EU instruments can fund different projects or different cost items. The same costs are never funded twice: the Research Allowance, for example, leaves out costs another grant already covers.
AI and software R&D that funders typically support
Funders look for novelty and technical risk. Each programme then sets its own rules on stage, partners and costs.
Model architecture and methods
- New model architectures or training methods beyond standard baselines
- Optimisation, distillation or efficiency methods under uncertainty
- Approaches where established models do not solve the problem
Typical routes: Research Allowance, EIC Accelerator, Horizon Europe Cluster 4
Data infrastructure and pipelines
- Data systems built for novel training or inference needs
- Labelling, augmentation or synthetic-data methods developed from scratch
- Throughput and reliability engineering under new constraints
Typical routes: Research Allowance, KMU-innovativ: IKT, Eurostars
Applied ML under uncertainty
- Models for domains where standard methods do not yet reach the needed accuracy
- Evaluation and validation methods for a novel model
- Drift, safety and reliability work that resolves technical unknowns
Typical routes: Research Allowance, Eurostars, KMU-innovativ: IKT. For medical device software, see healthcare funding.
Software systems and developer tools
- Tooling, frameworks or runtimes with novel architecture
- Inference, serving or orchestration systems built under technical risk
- MLOps methods developed where no standard solution exists
- Distributed, security or real-time systems built under technical uncertainty
Typical routes: Research Allowance, Eurostars, EIC Accelerator for breakthrough platforms. Embedded and perception software: see robotics funding.
Where each programme draws the line
The same AI or software project can be fundable under one programme and excluded under another, so the split depends on the instrument.
Usually fundable
- New model architectures or training methods beyond the state of the art (Research Allowance, EIC Accelerator)
- Data, serving or software systems built under technical risk (Research Allowance, KMU-innovativ: IKT)
- Research with universities or institutes (KMU-innovativ: IKT; contract research under the Research Allowance)
- A breakthrough product heading for scale-up (EIC Accelerator)
- Collaborative research that matches a call topic (Horizon Europe Cluster 4)
Usually not fundable
- Integrating an existing model or established software into an application (Research Allowance)
- Routine development work such as testing, debugging and documentation (Research Allowance)
- Configuring cloud or server setups, porting software and data migration (Research Allowance)
- Compliance and certification work on its own, data protection included (Research Allowance)
- Work started before the application (KMU-innovativ, GRW, KfW innovation loans)
What each type of funding pays
Each instrument pays in a different form. These are the official rates and caps, not a forecast for your project.
Research Allowance: 25% of eligible R&D costs, 35% for SMEs, on R&D wages, contract research and equipment depreciation. Projects started from 2026 add a 20% overhead flat rate. From 2026 up to €3M a year, €4.2M for SMEs. Paid out even when the company makes a loss.
Horizon Europe: 100% for research actions, 70% for innovation actions. EIC Accelerator: 70%, grant below €2.5M. Eurostars: set by each country's funding body. KMU-innovativ: IKT pays SMEs up to 70%, or 80% with a cooperation bonus, by research stage. EXIST: stipends for founders. ZIM: applications currently paused.
EIC Accelerator equity: €1M to €10M from the EIC Fund for scale-up. KfW innovation loans: up to €25M per project (€7.5M at the basic level), for projects in Germany.
Rates and caps from the official programme rules, checked October 2026. The actual amount depends on eligible costs, company size and the funder's decision.
Which route fits your company
Location and stage decide the shortlist before the technology does.
EIC Accelerator, Eurostars through your national funding body, and Horizon Europe consortia.
Adds the Research Allowance. German SME grants such as KMU-innovativ: IKT and ZIM follow their own branch rules.
EXIST, applied for through the institution, then the routes above once the company exists. More on startup funding.
KfW innovation loans for innovation and digitalisation projects, and GRW investment grants in eligible regions.
Programmes we recommend for AI and software companies
Most AI and software clients use more than one instrument as the product matures, and the shortlist depends on location and stage.
EIC Accelerator
A grant below €2.5M plus €1M to €10M equity for single startups and SMEs with a breakthrough AI or software innovation.

Yes, we work with AI and software companies across the EU. Without a German entity, the main routes are the EIC Accelerator and Horizon Europe, which are open to companies established in an EU member state or an associated country, and Eurostars, in which every EU member state takes part. German national programmes such as the Research Allowance come into play once you have a German company or a permanent establishment in Germany.
The EIC Accelerator, Eurostars and Horizon Europe Cluster 4 are the three to check first. The EIC Accelerator funds a single startup or SME with a grant below €2.5M and optional equity of €1M to €10M, and its open call accepts any field of technology. Eurostars funds international R&D projects led by an innovative SME. Horizon Europe Cluster 4 includes AI topics such as GenAI4EU and frontier AI, for consortia of at least three partners from three countries.
Yes, if it is taxable in Germany, typically through a German subsidiary or a permanent establishment. Eligibility follows German tax liability, and the tax authorities treat a foreign company with a German permanent establishment as eligible where Germany has the right to tax. The allowance is 25% of eligible R&D costs, 35% for SMEs, credited against German tax. Contract research counts only if the contractor is managed in the EU, or in an EEA state that provides administrative assistance in tax matters.
Yes, for the work that goes beyond using them. For the Research Allowance, the certifying body (BSFZ) does not count introducing and configuring established software, or assembling existing components without technical risk, as R&D; new methods, training approaches or systems that resolve real technical uncertainty can qualify. The EIC Accelerator looks for a breakthrough innovation, and KMU-innovativ: IKT expects research, not experimental development alone.
Not as R&D. The BSFZ excludes projects that consist only of routine development, such as requirements analysis, testing, debugging and documentation, or of configuring cloud and server setups, porting and data migration. Testing a prototype inside a genuine R&D project still counts. Grant programmes apply their own test: KMU-innovativ: IKT asks for novelty in the IT itself, the EIC Accelerator for a breakthrough. For digitalisation without research character, KfW digitalisation loans are the closer fit.
Owned hardware can count under the Research Allowance; rented cloud compute is not eligible as a cost item of its own. Depreciation on movable assets such as GPU servers counts if they were acquired or produced after 27 March 2024, are used exclusively in the R&D project and are necessary for it; low-value assets written off immediately do not. Rented assets, software and licences are excluded. For projects started from 2026, a flat 20% is added to eligible costs for overheads and other operating costs.
Yes, through its IKT strand, if you are an SME with a permanent establishment or branch in Germany by the time the grant is paid out. It funds research in software-intensive systems, and its project management agency names AI fields such as computer vision, language understanding and data engineering. SMEs can apply alone or with partners; companies above the SME limits take part only as partners in a joint project. The procedure starts with a project outline on kmu-innovativ.de.
Yes, several programmes are built for that stage. The Research Allowance is paid out even when a company makes a loss: whatever exceeds your tax bill is refunded. The EIC Accelerator accepts startups, and even founders who will set up the company before the grant agreement is signed. Founders still at a German university or research institute can start with EXIST.
For digital transformation without a research component, a KfW loan is usually a better fit than an R&D grant. KfW's ERP-Förderkredit Digitalisierung finances digitalisation projects in Germany, IT security measures included, and is applied for through a bank before the project starts. Where a digital project involves real development, such as new models or data systems built under technical uncertainty, the Research Allowance and the grants on this page come into play.
Yes, and for some programmes it helps. Under the Research Allowance, contract research counts at 70% of the fee for contracts placed after 27 March 2024 (60% before), if the contractor is managed in the EU, or in an EEA state that provides administrative assistance in tax matters. KMU-innovativ: IKT funds joint projects in which universities and research institutes can receive up to 100% of their costs. Under the German Eurostars rules, universities and institutes are funded only when a German SME carries a substantial share of the R&D work.
For the Research Allowance our fee is purely success-based: 10% of the funding up to €500k per year and 5% above that, due only after payout. For all other programmes the fee is a fixed share plus a success component, both agreed in advance. The first eligibility check is free and comes with no obligation.
